AJKPC PRESS NOTE.....17 MARCH 2013

ALL JAMMU AND KASHMIR PANCHAYAT CONFERENCE
                                               PRESS NOTE
Jammu, 17/March/2013: All Jammu and Kashmir Panchayat Conference, AJKPC an amalgam organization of elected Panchayat representatives of the state, while giving the Jammu and Kashmir state an ultimatum of 7 days asked the government to fulfil all their demands within 7 days and warned that otherwise the  AJKPC shall start holding 72 hours Hunger Strike w.e.f 24/March/2013. While addressing a press conference here at Jammu, Anil Sharma, General Secretary, AAJKPC flanked by other senior leaders of the conference informed the media persons that though the state government under severe pressure from the Panchayat Conference have announced honorarium for the elected Panches and Sarpanches and this is the first victory of the AJKPC only, which fought this fight and forced the government to make a beginning,  the AJKPC general secretary said that though the amount is not satisfactory but they took the step as positive direction .  However, he clarified that the main and prime issue of the Panchayats is empowerment and security of Panchayat members . Anil Sharma said that AJKPC is  closely monitoring the proceedings in the house none of the members have raised the issue related to empowerment of the Panchayats, though anti-national issues are being debated in the house, but to strengthen the basic constitutional units they have no time, none of them even uttered a single word over the killings of innocent Panchayat members, all political parties are busy in their own political issues and have completely ignored the issues related to panchayat members.  Holding the state unit of Congress responsible for all the mess in the state, AJKPC leaders said that Congress has deviated from its promise and stand regarding the implementation of 73rd amendment of Indian constitution in the state and delay in the process was in consent with Congress . "Now this is limit and we cannot tolerate anymore injustice with more than 33,000 Panches and Sarpanches.  State Congress must own the responsibility of deceiving Panchayat members of the state with mere lip service", said AJKPC leaders.  Regarding the security of Panchayat leaders, the AAKPC leaders said that the  security scenario in the state has worsen, and the state government has totally failed to provide a sense of security amongst the people and especially to the Panchayat members,  there are open threat to the
Panchayat members, and five of them have already been killed .
General Secretary AJKPC Anil Sharma also informed the media persons that spokesman of the organization Mr Ghulam Hassan Panzoo and his family members were so afraid that they asked him to take refuge in a police station for over 7 days in Hindwara (Kupwara district) area but state government has not taken any step to provide him security so far . If the people and that too elected members feeling insecure for their lives and  have to take shelter in police stations and jails then anyone can understand the state of affairs in J & K.
" If any harm is caused to any of the AJKPC leaders, Chief minister of the state will be personally responsible", he added .  "We have made repeated representations to the state government but they never provided any security cover. The AJKPC leaders are on the radar of these terror organizations for their pro-democracy stand. We have lost our AJKPC Leader, Sarpanch Habibullah Mir who was killed by terrorists and now our another colleague and spokesperson Ghulam Hassan Punzoo is under severe pressure and fearing for his life. Chief Minister should  take the personal and moral  responsibility to protect the life of Panches and sarpanches and must ensure that (God forbids) if anything untoward happens with any Panchayat member he should step down immediately" he said.  Now through this Press Conference we  warn and give and ultimatum to the state government to meet all our genuine demands with regard to empowerment, security of the Panchayti Raj Institutions in the state or  get ready to face the consequences within next 7 days. Anil Sharma while giving details about their proposed 72 hours hunger strike from 24/March/2013 informed that from following Sunday, He himself along with other office bearers of the AJKPC shall be sitting on the complete hunger strike at Jammu if the state government and especially the state government fails to meet all their demands within in stipulated time.
