Panchayat Election are Just a Drama of the State Govt. Anil Sharma

AJKPC Demands of Implementation of 73rd Amendment before Panchayat Election

AJKPC Demands Budgetary Allocation of Funds for Panchayat's

Jammu, 26/Dec/207:

With the state government proposing to hold delayed Panchayat polls from February 15, All Jammu and Kashmir Panchayat Conference, (AJKPC) today demanded equal budgetary allocation of special funds exclusively for each Panchayat ward to ensure balanced development and end the voices of discrimination.
All Jammu and Kashmir Panchayat Conference has demanded implementation of 73rd amendment of Indian Constitution regarding Panchayati raj in the state of Jammu and Kashmir before conducting Panchayat elections in the state of Jammu and Kashmir. It is pertinent to mention here that JK government has announced to hold Panchayat elections in state in the month of February 2018 which were due for the past one and half year.
An emergency meeting of ex Panchayat members held at Jammu today discussed the issue in detail and threatened to protest against the state government which weakened democratic institutions in the state. Speaking on the occasion, president AJKPC Anil Sharma said that they will protest against state government for its denial to extend 73rd amendment in the state of Jammu and Kashmir. Sharma said that such elections are just a drama of the state government to get the central funds release but it will not serve any purpose to the people of the state. Threatening to launch an agitation against the state government the Panchayat leaders said that they will not accept such dramas of Govt. and fight for the real Panchayati Raj as in other states of the country.
Addressing a press conference here, Anil Sharma, president of the organization urged the Centre particularly Prime Minister Narendra Modi and Union Finance Minister Arun Jaitley, and the state Chief Minister Mehbooba Mufti to allocate special funds of Rs 10 lakh each exclusively to be used by each Panchayat ward to meet the local demands and ensure involvement of all stakeholders in development activity.
Sharma said as the State government have hinted to hold Panchayat elections soon therefore it would be in the best interest of the people of the state if budgetary provisions is made for allocation of funds for each panchayat ward separately.
The AJKPC president demanded minimum Rs. 10 Lac for each ward of the Panchayats which should be exclusively utilized only on the recommendations of the 25% of total voters in a Panchayat ward who will be the part of suggested ward Sabha.
Sharma said these funds should be directly transferred in the accounts of the respective Panchayats so that there is no room left for corruption by the officers at different levels right from the secretariat to Block Level.
The AJKPC leader said as both coalition partners of the state government always orchestrate loudly about devolution of power and giving more autonomy to the local self governance institutions therefore we find no reason for not accepting our demand of budgetary allocation of special funds for Panchayat ward separately.
He also raised the issue of improper implementation of Mahatma Gandhi National Rural Employment Guarantee Act in the state, which calls for providing minimum 100 days guaranteed employment to the registered MGNREGA Card holders and time bound payment of their wages and blamed the corrupt officers of the Rural development department for not providing 100 days job to the card holders and also withholding their wages for months together.
Sharma said the Finance Minister should made provisions in the budget so that poor MGNREGA labours do not suffer for want of funds. He also demanded increase in daily wage rate minimum of Rs. 300/ day.
He informed that as compared to other states of the country, Jammu and Kashmir is amongst the states that gives minimum wages to the MGNREGA labours.
The state government should also appoint adequate number of Ombudsmen to resolve the genuine grievances of the MGNREGA labours because as per the provisions of the law, there should be Ombudsmen at local level so that the villagers need not to knock the doors of the regular courts and pay hefty legal fees.
On the issue of lack of transparency in allocation of funds under MGNREGA in the state, he said as per the provisions of the law and directions issued by the government of India time to time the state government have been several times asked to conduct social audits of the works done under the act.
AJKPC President also raised the issue of families of the martyr Panchayat members who have not been provided any compensation and urged the state government to provide government jobs to the next of the kin of the deceased Panchayat members.

Jammu, 25/Nov/2017: Today, a nine members delegation comprising  senior leaders of All Jammu and Kashmir Panchayat Conference led by its president Anil Sharma  today met with Central government’s representative Dineshwar Sharma here at Jammu and submitted a memorandum to him. The AJKPC president while giving details about the meeting informed that besides other demands, they have requested Dineshwar Sharma to convey it to the union government that the only solution to establish long term peace in the state is empowered and self sufficient Panchayati Raj institutes in the state. “The only solution to bring long term normalcy in the state, to bring a sense of belongingness amongst the people and to stimulate their trust and faith in the democratic process  can be achieved only by giving self-Sufficiency to the people at  ground  level which is possible only through empowerment of Panchayati Raj Institutions in the state and through uninterrupted regular panchayat and municipal elections”  the memorandum of the AJKPC reads.

They have also demanded  that union government must ensure that scheduled Panchayat and municipal  elections are held without any interruption irrespective of political dispensation. AJKPC also raised questions on the sincerity of the successive and present state government that did not hold municipal elections in the state that are pending for over 7 years now. Their demand also include implementation of  73rd and 74th amendments of the Indian constitution here in the state.

AJKPC Rejects Ordinance on Panchayati Raj

Avoid Confrontation on Panchayati Raj Ordinance: AJKPC to Govt

Hold Debate, Avoid Confrontation on Panchayati Raj Ordinance: AJKPC to Govt

Jammu, 05/Nov/2017: Amidst latest development of governor NN Vohra giving his assent to the controversial Jammu and Kashmir Panchayati Raj (Amendment) Ordinance 2017, the Jammu and Kashmir Panchayat Conference has reacted sharply and called it back stabbing by the state government to the democratic institution of Panchayati Rajs in the state.

Anil Sharma, President of the Conference in a written statement issued to the media called it ‘deceitful act’ of the PDP-BJP coalition government  because as per the amendments made in the Jammu and Kashmir Panchayati Raj  through this ordinance the fundamental  right of the people of this state have been snatched where they could elect their panches and Sarpacnhes in electioneering process. He said now as per this ordinance the people won’t be able to elect their sarpanches and they would be able to cast their votes only to elect their ward panch and the sarpanches shall be further elected by the panches.

Sharma said this is’ unacceptable’, India is the largest democracy in the world but instead of further decentralising the powers to the people, the present coalition gpvernment is trying to take away power from millions of village voters and give it to few hundred panches which cannot be justified in any way.

Questioning the timing of holding Panchayat  elections in the state and expressing displeasure  the AJKPC president said this is not conducive time to hold elections in the state and if the state government really feels it is appropriate time then first of all they should hold elections for the Anantnag Parliamentary seat which is repeatedly deferred due to unfavourable law and order situation in the state. He also asked the state government to hold debate with  all the stake holders including their organization and other political parties  and avoid any confrontation to hold these important elections in any haste.

On the question of assassination of over 20 elected Panchayat representatives in the state during last over 6 years, Sharma said this also shows absolute failure of the state government in protecting the lives of ground level people who work for ensuing democracy in the state. He also said that within few days, AJKPC  shall hold meeting with all senior leaders of their organization in Kashmir and Jammu and then they may also announce further strategy of their organization.

AJKPC mocks at SHRC for recommending compensation of Rs 10 lakh to stone-pelter

Where was SHRC when Panchayat members human rights violated by armed terrorists: Anil Sharma

JAMMU, 12/July/2017: All Jammu Kashmir Panchayat Conference (AJKPC) on Wednesday mocked at the State Human Rights Commission (SHRC) for its direction to J&K government to provide Rs 10 lakh compensation to Farooq Ahmad Dar, the leader of stone-pelters who was tied to the Bonnet of the vehicle by Army on April 9.

“It is quite disgusting that SHRC has passed such a direction to the state government which is not only illogical but also an insult to the security personnel fighting terrorists and violence in Kashmir Valley. Where was the SHRC when about dozen of Panchayat members were gunned down by armed terrorists for no fault of theirs,” Anil Sharma, president AJKPC said during a meeting of the Conference.

While questioning the rationale being adopted by SHRC to pass such a intriguing order to the state government, the AJKPC leader said, “We would like to SHRC whether the Panchayat members, who sacrificed their lives for strengthening the democracy at grassroots level, had any human rights. Where was the Commission when their human rights were violated by armed terrorists? Why the Commission has adopted different yardsticks for different set of people”.

Referring to a petition filed by a Jammu-based activist Raman Sharma with the National Human Rights Commission with regard to adequate security to elected Panchayat members in J&K about five years back, the AJKPC leader also questioned the silence of the state government and the SHRC for taking no cognizance of it, leaving the Sarpanches and Panches to die in the hands of terrorists, particularly in Kashmir.

“Why were the recommendations of the NHRC not binding on the successive state governments? Why it remained a mute spectator to the killings of our Panchayat members? The successive state governments and the SHRC remained a mute spectator to it,” he asked.
Sharma strongly opposed to the SHRC recommendation that Rs 10 lakh should be given to stone-pelter Farooq Dar, saying it would lower the morale of security personnel fighting with armed terrorists and violent protests in Kashmir Valley.

He also welcomed the statement of Union Minister Venkaiah Naidu wherein he had flatly rejected the SHRC’s directive to the state government to provide a compensation of Rs 10 lakh to a stone-pelter.
He also appreciated the role of Director General of Police (DGP), J&K, S P Vaid and the SOG wing of J&K Police Wing for their commendable job in controlling the situation in Kashmir.

GST May Usher a New Era of Opportunities in Jammu and Kashmir : AJKPC

NC-Congress exposed themselves : AJKPC

Jammu, 06/July/2017: Slamming the role of opposition National Conference and Indian National Congress Party on the implementation of Goods and Services Tax, GST in the state, All Jammu and Kashmir Panchayat Conference accused them of playing politics even on the issues of National Interests.

Anil Sharma, president of the AJKPC in a statement said it is so unfortunate that those parties who have ruled the country and state for longest terms  behaved irresponsibly even without considering the plight of the common people and business community of the state.
Anil said both these parties during their regimes at national and state level have brought over 100 amendments in the constitution of India and dozens of amendments in the state constitution but when they are in opposition they create ruckus and political chaos.

These family-based political parties missed historical opportunity in building a consensus on GST Implementation and suggest positive notes for proper implementation of this reformatory tax regime in the state.
"People are judging their misdeeds and punish them through ballot, the role of opposition is for constructive politics and highlight wrong doings of the government but  both NC and Congress showed their greed for power and simply exposed themselves" , the AJKPC President added.
He also said that AJKPC is hopeful that GST as called as One Nation One Tax would give a new breather to the business and trade activities in the State and also usher a new era of employment opportunities for our youth with national and multinational companies investing in the state.
