Empowered Panchayats Can Neutralize Security Threats to Village Heads: AJKPC

Jammu, 26/Oct/2013: While reacting to the recent appearance of  threatening posters  for the Panchayat members there in Pulwama district of South Kashmir, All Jammu and Kashmir Conference, AJKPC has asked the state government  to take all necessary steps to ensure safety and security of the panchayat members.

Anil Sharma, General Secretary of the organization said  that though the Panchayat members are not scared of any  threats and would continue to work for democracy but the state government  must be careful to avoid any loss of human life. Anil also informed that in the threatening  posters that appeared on Friday   in Pulwama district ,  the elected Panches and Sarpanches had been threatened and asked to stop their activities, the Panchayat members have been arrayed as ‘Agents for Govt of India’.

Yet the Police has not confirmed the veracity of these posters  but no one should take any chance because  already 6 innocent Panchayat members have been brutally killed by the militants, the Panchayat leader added. Sharma  also said that the empowered Panchayats can ensure security of the elected Panches and Sarpanches. In his argument, the AJKPC leader said if the elected village heads are legally competent and authorize to serve their Panchayat People then obviously the general masses would serve as their security shield and protect them but in the present scenario and due to weaken Panchayati Raj Act, the elected village heads are rendered helpless and they are being made easy targets for the anti-national elements. He also reiterated his appeal to the Panches and Sarpanches not succumb to any threat and must not resign from their post.  The AJKPC is constantly putting pressure on the J & K to government to extend 73rd amendment of the Indian Constitution here in the state and it has also demanded an ordinance in this regard to expedite the process of strengthening the Panchayti Raj Institutions in the state.

AJKPC Demands Ordinance to Extend 73rd Amendment In JK

PRI’s Without Block, District Councils Just Mockery of Law : AJKPC

 PRESS NOTE:

JAMMU, 24/Oct/2013: All Jammu and Kashmir Panchayat Conference, AJKPC     has asked the State  government to immediately bring an ordinance for extending the 73rd amendment of the Indian Constitution related to empowering Panchayati Raj Institutions here in the state. Anil Sharma General Secretary of the organization         said “We urge both Coalition partners National Conference and Congress Party to pass an ordinance for  extending this important provision here in the Jammu and Kashmir Panchayti Raj Act to strengthen the democracy at grass root levels  ” Sharma said that the 33,000 elected Panchayat members  have been patiently waiting that both NC and Congress make their promises regarding empowerment of PRI’s in  J & K but except giving more deadlines and meetings of  National Conference-Congress Coordination Committee nothing concrete is done therefore  AJKPC specifically urges the leadership of Congress Party to use its influence to bring an ordinance to extend 73rd amendment here in the state.

The Panchayat leader while justifying his demand for ordinance said  that as a  very little time left  for the completion of the tenure of the present government which would be ending in Dec 2014 and between this period only 2 sessions of the state legislatures would be convened therefore it would be in the larger public interest if the  ordinance is brought on the pattern of Food Security Bill and Land acquisition Bill so that Panchayat Elections at the Block Level and Distrcit level are completed for the formation of BDC’s and DDC’s. The elected Panchayat members also cannot afford any more time because already a period of more than 2 years has passed since they took oath as Panch and Sarpanch and yet the 3 tier system as even envisaged in the state act is not completed and the elected representatives are deprived of their rights, PRI’s without BDC and DDC’s is nothing short of mockery of the law. The political parties must respect 33,000 elected panchayat members who are selflessly working at the basic level to strengthen the foundation of democracy.
