Jammu, July 3: All Jammu and Kashmir Panchayat Conference (AJKPC) is a registered premier organisation working for the stregthening of Grass root level democracy in Jammu and Kashmir .
President of the All Jammu & Kashmir Panchayat Conference, Anil Sharma, has strongly condemned the murder of Naib Sarpanch Surinder Kumar of Village Gazian, falling under the jurisdiction of Police Station Miran Sahib. He termed the incident as inhuman, tragic, and a direct attack on the Panchayati Raj Institutions.

Anil Sharma said that Panchayat representatives work tirelessly for the welfare of their villages, addressing public grievances and ensuring development at the grassroots level. The killing of a Panchayat representative is not merely the loss of an individual but an attack on democracy and the Panchayati Raj system.

He appealed to the Government of Jammu & Kashmir, the Police Administration, and particularly the Senior Superintendent of Police (SSP), Jammu, to ensure the immediate arrest of all those involved in this heinous crime and to initiate the strictest possible legal action against them. He urged the police to conduct a fair, impartial, and thorough investigation so that every person responsible is brought to justice without delay.

Anil Sharma further stated that Panchs and Sarpanchs have long remained on the radar of terrorists, with many sacrificing their lives while performing their duties. If anti-social elements within society also begin targeting Panchayat representatives, it will pose a serious threat to grassroots democracy. He stressed that exemplary punishment must be awarded to the culprits to deter such crimes in the future.

Expressing deep grief over the demise of Naib Sarpanch Surinder Kumar, Anil Sharma said that the All Jammu & Kashmir Panchayat Conference stands firmly with the bereaved family during this difficult time. The organization will extend every possible support and assistance to the family.  PRESS RELEASE

Salaries of Panchs and Sarpanchs Should Be Increased to ₹10,000 and ₹5,000 Per Month: Anil Sharma

27 June, Srinagar : All  Jammu And Kashmir Panchayat Conference (AJKPC) is registered premier organisation working for the strengthening of Grassroot level democracy
All Jammu & Kashmir Panchayat Conference Demands Immediate Action from Government

A significant meeting of the All Jammu & Kashmir Panchayat Conference was held today in Srinagar. Addressing the meeting, President of the organisation Anil Sharma raised the demand for increasing the salaries of Panchs and Sarpanchs in Jammu & Kashmir.

Anil Sharma said that Jammu & Kashmir is an integral part of India and shares its border with Punjab. He stated that the Punjab Government has announced a salary of ₹10,000 per month for all Sarpanchs in Punjab. On the same lines, the Sarpanchs of Jammu & Kashmir should also be provided a salary of ₹10,000 per month and Panchs should be given a salary of ₹5,000 per month.

He said that there is now a need not just to increase the honorarium but to provide a proper salary to Panchs and Sarpanchs, as they play an important role at the grassroots level in resolving public issues and ensuring development works.

The President of the All Jammu & Kashmir Panchayat Conference said that for many years, big announcements have been made from various platforms that the Government of India’s funds are open for the people and Panchayats of Jammu & Kashmir, but the ground reality does not reflect this. It appears that the funds meant for the Panchayats have not reached them and the rights of Panchayat representatives are still pending.

He also demanded that all pending honorarium dues of Panches and Sarpanches in Jammu & Kashmir should be released at the earliest.

Anil Sharma said that strengthening Panchayats requires empowering Panches and Sarpanches financially. The Government should take immediate steps in this direction so that the Panchayat system in Jammu & Kashmir can function more effectively.

Continuous delay in Panchayati Raj Institution elections in Jammu & Kashmir is weakening grassroots democracy: Anil Sharma

 PRESS RELEASE

Continuous delay in Panchayati Raj Institution elections in Jammu & Kashmir is weakening grassroots democracy: Anil Sharma

18 june Jammu: All Jammu and Kashmir Panchayat Conference (AJKPC), a premier registered organisation working for the strengthening of grassroot level democracy in jammu and kashmir. Today President of All Jammu and Kashmir Panchayat Conference, Anil Sharma, expressed serious concern over the continuous delay in holding elections to Panchayati Raj Institutions in Jammu & Kashmir. He stated that on 9 January 2024, Panchayats were dissolved and simultaneously the second-tier institution, the Block Development Council (BDC), also ceased to function. Despite this, the necessary steps to conduct elections within a reasonable time frame were not initiated.

He said that it was the responsibility of the State Election Commission to begin the electoral process and preparatory exercise immediately after the dissolution of Panchayats. However, no such steps were taken. At that time, governance and administration in Jammu & Kashmir were under the authority of the Hon’ble Lieutenant Governor, and therefore questions naturally arise as to why timely preparations for elections were not undertaken.

Anil Sharma stated that later, the people of Jammu & Kashmir were informed that Assembly elections would be conducted first and that the elected government would subsequently hold Panchayati Raj Institution elections. The public trusted these assurances and waited. However, even after the Assembly elections, no concrete action was taken in this regard.

He further said that the administration later stated that after the completion of the term of the District Development Council (DDC) in February 2026, elections for Panchayats, BDCs, and DDCs would be conducted together. However, despite DDC institutions completing their term in February 2026, no clear election schedule has been announced till date.

Anil Sharma alleged that in the absence of elected Panchayati Raj Institutions, the role of the Gram Sabha has weakened and development funds meant for Panchayats, BDCs, and DDCs are increasingly becoming subject to political influence and centralized decision-making. He emphasized that the spirit and legal framework of Panchayati Raj Institutions must be respected and development activities should be carried out in accordance with grassroots democratic principles.

He said that there are now indications that elections may be held after the Amarnath Yatra, but public confidence on the issue has weakened due to repeated delays.

As President of the All Jammu and Kashmir Panchayat Conference, Anil Sharma announced that Panchayat representatives, BDC members, DDC stakeholders, and all those associated with Panchayati Raj Institutions would be brought together under one platform to democratically strengthen the demand for elections.

He demanded that:

1. Elections to Panchayati Raj Institutions in Jammu & Kashmir be announced without further delay.

2. Necessary delimitation of Panchayats and DDC territorial constituencies be completed before elections.

3. Provisions introduced in the Panchayati Raj framework that require review should be reconsidered.

4. The role of Gram Sabha and local self-governance should be strengthened.

5. Elections at all levels should be conducted promptly to restore democratic institutions.

Legal Action Announced to Safeguard the Rights of Panchayats and Gram Sabhas

 PRESS RELEASE

Date: 21 April 2026

Srinagar
Legal Action Announced to Safeguard the Rights of Panchayats and Gram Sabhas

Mr. Anil Sharma, President of the All Jammu & Kashmir Panchayat Conference, has expressed serious concern over the ongoing interference in the rights of Panchayats and Gram Sabhas in Jammu & Kashmir, terming it a grave threat to democratic values.

He stated that Panchayats and Gram Sabhas are the fundamental pillars of democracy, ensuring governance and development at the grassroots level. However, the systematic weakening of these institutions under the present circumstances is highly alarming and unacceptable.

He further clarified that the core objective of the 73rd Constitutional Amendment is to empower Panchayats by granting them financial and administrative autonomy, thereby promoting transparency, accountability, and public participation at the local level. The current situation in Jammu & Kashmir, however, stands in stark contrast to these constitutional principles.

Mr. Sharma emphasized that any unwarranted interference in the funds allocated by the Government of India for Panchayats and Gram Sabhas is not only unlawful but also undermines grassroots democracy. Such funds must be utilized strictly for local development works in accordance with the decisions of the Gram Sabha. Any attempt to control or divert these funds weakens both governance and public trust.

He asserted that this situation constitutes a clear violation not only of the 73rd Constitutional Amendment but also of the Jammu & Kashmir Panchayati Raj Act, 1989 and the J&K Panchayati Raj Rules, 1996.
Mr. Sharma appealed to all Ex-Sarpanchs, Ex-Panchs, Ex-BDC, and Ex-DDC members, as well as former Panchayat representatives across Jammu & Kashmir, to rise above party politics and unite for the protection of their constitutional and democratic rights. He emphasized that this is not an issue of any single group, but a matter concerning the entire Panchayati system and grassroots democracy.

He also announced that a petition will be filed before the Hon’ble High Court to seek judicial intervention and to safeguard the rightful powers of Panchayats and Gram Sabhas. He assured that all necessary legal measures will be undertaken to ensure justice.
Furthermore, the All Jammu & Kashmir Panchayat Conference has urged the Government of India and the Government of Jammu & Kashmir to take immediate cognizance of the situation and intervene to protect Panchayat rights and strengthen grassroots democratic institutions.
In conclusion, Mr. Sharma expressed confidence that the judiciary will uphold justice and ensure that Panchayats and Gram Sabhas receive their legitimate rights.

All Jammu & Kashmir Panchayat Conference

Provide Compensation, Govt Jobs to Families of Martyred PRI Members: AJKPC

Provide Compensation, Govt Jobs to Families of Martyred PRI Members: AJKPC

AJKPC Holds One-Day Convention in North Kashmir

Bandipora, 12 Feb 2026: All Jammu and Kashmir Panchayat Conference (AJKPC), a registered organisation working to strengthen grassroots democratic institutions, has urged the Union Government and the J&K Government headed by Chief Minister Omar Abdullah to provide adequate compensation and government jobs to the family members of assassinated Panches, Sarpanches and other PRI members who were martyred in Kashmir from 2011 till date. The organisation said that these PRI members laid down their lives for the cause of democracy and it is now the responsibility of the government to take care of their dependents.

While presiding over a one-day convention of AJKPC at Bandipore district in North Kashmir, Anil Sharma, President of the organization urged the Chief Minister to acknowledge the sacrifices of the martyred Panches and Sarpanches. He requested the government to frame a clear policy for providing relief and support to the dependents of the deceased PRI members.

On the issue of Panchayat elections, the AJKPC President said that holding elections without delimitation of Panchayat halqas and wards would be a futile exercise. He pointed out that there is a wide mismatch in the number of inhabitants and voters across Panchayats. In some Panchayats the number of voters is around 2,000, while in others it goes up to 4,000. This, he said, amounts to injustice as funds are allocated uniformly to each Panchayat as a single unit.

During interaction with participants and media persons after the programme, Sharma highlighted the role of rural and urban local bodies in nurturing new leadership. He cited the example of Kavinder Gupta, who rose from a municipal corporator to Deputy Chief Minister, Speaker of the Assembly and later Lieutenant Governor of Ladakh. He added that several former Panches and Sarpanches have also gone on to contest Assembly elections and become MLAs.

Appreciating the people of Kashmir, especially the youth, for braving all odds and contributing to the strengthen democracy in Jammu and Kashmir, Sharma recalled a time when there were hardly any candidates for Panch and Sarpanch elections. Today, he said, there is a long line of aspiring candidates, which reflects the growing faith of Kashmiris in democratic values.

AJKPC Raises Development Issues of Nagrota Assembly, Announces Dharna

AJKPC Raises Development Issues of Nagrota Assembly, Announces Dharna

Jammu, 08/ February/ 2026: All Jammu and Kashmir Panchayat Conference (AJKPC), a registered organisation working for grassroots democracy in Jammu and Kashmir, has raised several development-related demands concerning the Nagrota Assembly Constituency.

AJKPC President Anil Sharma, along with local representatives and residents of Nagrota today addressed a press conference in Jammu and appealed to the J&K Government to take immediate steps to resolve long-pending public issues.

While speaking to the media, the AJKPC leadership said that people of Nagrota continue to suffer due to lack of basic facilities. Among the key demands are the establishment of SDM offices at Dansal and Nagrota, and granting tehsil status to Jindrah Niabat.

AJKPC President demanded the upgradation of the New Primary Health Centre at Jindrah into a 24×7 CHC hospital and Sub-District Hospital status for the Dansal Primary Health Centre.

He also sought the setting up of accident hospitals and new PHCs at Krishanpur (Manwal), Surinsar, Sagoon and Athem.

The organisation also demanded construction of a new and safe building for Government Degree College Jindrah. An ACB inquiry was sought to identify those responsible for the unsafe college building and the alleged misuse of public funds.

Raising employment concerns, Sharma demanded job preference for local youth in the 15 FAD (Field Ammunition Depot), Jindrah. He stated that many locals had given their land for the depot and were promised employment opportunities.

Other demands include beautification of Surinsar Lake, construction of the Jhajjar Koli artificial lake project, and immediate posting of teachers, lecturers, librarians and other staff in government schools and colleges of Nagrota.

For the convenience of pensioners and government employees, AJKPC demanded establishment of a tehsil treasury at Block Dansal, as the remote location causes hardship in official work and pension-related matters.

The AJKPC leadership said that if the government fails to act on these genuine demands, the organisation will be forced to hold an agitation to seek justice for the people of Nagrota. They have given 2 weeks ultimatum to the J & K government to address all the issues. Other prominent people were Rakesh Sharma , Chandra Mohan , Sham Lal Mund , Master Bhagat Ram , Sahil Sharma , Som Raj Sharma , Mani Ram , Chandermoli Sharma , Deepak Kumar , Rameshwar Sharma , Junaid Panch , Sanjay Jamwal , Hridyesh Singh Jamwal and many more .
